Value Added Concession


The “Value Added Concession” under the HDMI is the concession of economically viable routes to private companies/consortiums with proven technical and financial capability to develop and manage the road pavement and entire right of way.

The concessions will follow the standard concession procedures as set out by the Infrastructure Concession Regulatory Commission (ICRC). The ICRC is the Federal Government agency responsible for the development and implementation of Public Private Partnership (PPP) framework for the provision of infrastructure services.

Prospective Concessionaires are encouraged to engage indigenous companies for highway services. To learn more about how the Government through the Federal Ministry of Works and Housing is facilitating this engagement, please click here.

The VAC is being rolled out in phases, and the selected routes in the first phase are shown below.

The 12 Routes in Phase One

The 12 routes in phase one were carefully chosen to ensure that each of the six geo-political zones are covered. The routes represent 5.6% and a combined 1,963.2 km of Nigeria’s 35’000 km Federal highway network.
